Executive Director of Rehabilitation Services Elected to Board of PAPSRS

Donna Duffy-Bell, MA, CPRP, Executive Director of Rehabilitation Services at Penn Foundation, has been elected to the Board of Directors of the Pennsylvania Association of Psychiatric Rehabilitation Services (PAPSRS). PAPSRS aims to promote a system of integrated and holistic services to support mental health recovery and freedom from addictions so that individuals can achieve success and satisfaction in the living, working, learning, and social environments of their choice.

“This is a critical and challenging time for psychiatric rehabilitation services in Pennsylvania,” says Duffy-Bell. “Psychiatric Rehabilitation has come far over the past few decades in providing innovative and effective services for working with people with serious mental illness and co-occurring substance use disorders. While this progress continues to be threatened by state funding cuts, I also believe that the changing health care environment can provide opportunities for the continued evolution of psychiatric rehabilitation services in meeting the behavioral health needs of individuals. I believe it is important for Penn Foundation to have its finger on the pulse of trends in these services as well as to have a significant voice in shaping future, leading-edge opportunities to improve behavioral health support to people not only in our local community but in the entire southeast region.”

Duffy-Bell has worked at Penn Foundation for almost 30 years, currently overseeing the agency’s rehabilitation programs, which teach daily living skills for independent living, encourage community participation through employment, education, and volunteer opportunities, and provide support in identifying and achieving life goals. “These services are an offer of hope to be of the community, where people experience a heartfelt sense of purpose, and most importantly, of belonging,” explains Duffy-Bell.

Founded in 1955 and located on a 30-acre campus in Sellersville, Pennsylvania, Penn Foundation is a not-for-profit organization providing innovative services to address the mental health, substance use, and intellectual disability needs of individuals in our community. The agency serves over 10,000 children, adolescents, and adults each year, offering a wide-range of distinct programs designed to meet various types and levels of mental, emotional, behavioral, and spiritual healthcare needs.
